Glendale Police Department – Command Officer’s Update:

Lt. Scott Bickle, North Command, who was promoted to this position three months ago, gave an update: Glendale has 18 officers in each command (north, south, east, west, central), with unique characteristics.  In his area, have been 30 thefts, most from unlocked vehicles; BB guns/slingshots broke 18 car windows; visits by Glendale’s famous bear, and arrests of unlicensed magazine solicitors (which often employ out-of-state young people).  He advised putting up “no solicitation” signs to prevent visits to our homes.

Under state’s “re-alignment program,” 300 new paroles now in Glendale and the GPD is doing its best to keep apprised of their whereabouts and activities.

Program:

City Manager Scott Ochoa on state of the City

1^st VP LS introduced City Manager Scott Ochoa, who has now been with City for 90 days. He was previously with City of Monrovia for 19 years, 8 as City Manager. He holds a B.A. from Claremont and M.A. from USC.

120 Day Assessment

He sees the City Manager as a municipal CEO or CAO and the City as a service provider.  He believes that too often the efficacy of city programs/services is not evaluated; that two-way evaluation is required, along with a value-based management approach. He is spending his first 120 days looking at city programs and assessing their status: the why, what, how; are they well-executed and successful. He sees this as a season of change – wants to evaluate the kind of customer service that city provides to its customers. One example of program assessment: 85% of Fire Department calls are medical, not fires, so determined could hire part-time medical personnel to respond to these calls.

Mr. Ochoa also said he needs to know what the City Council wants and how they work, and to understand the community. While Glendale is a microcosm of Los Angeles County in some regards, it’s also unique: There’s a true partnership between the school district and city; low sales tax, for example.

Community Re-development Agency (CRA): He feels the loss of this agency is a critical issue; the statewide closure of

CRAs should have been handled more systematically. (He noted that CRAs are still legal IF they give money to education development funds. Senator Liu introduced a bill regarding “wind down” of CRAs. Of particular note to homeowners, the CRA pays for a portion of code enforcement.

Budget

Mr. Ochoa spoke about setting priorities for the budget that are reasonable and practical. We need performance measurements, programming funds, and money for business development.$18 million was cut in the last fiscal year. He needs to know the true cost of doing city business.

Old Business:

By-laws

President Todd Hunt said he would like the by-laws to be adopted in May, and asked that all revisions/comments be provided to the membership in two weeks. Article 3 concerning membership is the proposed revision of most concern.

John Kociemba of Pelanconi noted that GHCC provided its members with the draft by-laws in Word, and that many made changes without tracking them. He therefore suggested that the by-laws committee send all files in PDF that can’t be changed.
